00:04 #start-meeting
00:04 meeting Meeting started Tue Aug 11 00:04:07 2015 UTC. The chair is walterbender. Information about MeetBot at http://wiki.debian.org/MeetBot.

00:04 walterbender welcome everyone
00:04 gonzalo_ hello all!
00:04 walterbender Let's begin with the board election topic
00:04 #topic SLOB election
00:05 We came pretty close to coming up with a plan last meeting but didn't quite finish up the discussion
00:05 GrannieB, wanna summarize where you, icarito, and Samson are in your deliberations?
00:06 GrannieB Hi
00:06 We haven't communicated lately. I am working on the little "newsletter"
00:06 Claudia_ has quit IRC
00:06 GrannieB Have drafts of 3 articles so far
00:07 would like one from Adam about servers… sorry I missed the meeting you had last week
00:07 aguirrea Hi!! Andrés Aguirre here
00:07 walterbender GrannieB, as I recall, we were pretty much in agreement with the recommendations of the committee
00:08 GrannieB Would also like one on Turtle Blocks workshops around the world from Walter and maybe one or 2 teachers involved… Caroline Meeks perhaps?
00:08 walterbender I think the only real issue is getting a good group of candidates assembled
00:08 any thoughts on how we will do that?
00:08 GrannieB, /me is happy to write up something about TB workshops
00:09 GrannieB Well, the purpose of the newsletter was to be twofold… 1) to encourage current Sugar Labs members to run and 2) to recruit more new members… perhaps even to run.
00:09 Thanks walter!  With a nice photo or 2 too… is that possible?
00:09 gonzalo_ walterbender, GrannieB, maybe we need a article about SugarLabs, the board and inviting to participate
00:10 walterbender GrannieB, OK. I though it was more a general recruitment effort. I agree with gonzalo_ that we need a focused effort on recruitment for the board positions as well
00:10 GrannieB I had hoped to get it out to folks early this month, more  likely midmonth because I have houseguests at the moment
00:11 gonzalo_ GrannieB, walterbender, who can write that article?
00:11 ClaudiaU_, CanoeBerry?
00:12 walterbender should not be me :P
00:12 GrannieB Maybe what we need to add to the newsletter mix is an article about the duties and rewards of being a SLOBS member… written by someone who isn't doing a different article
00:12 How about Claudia?
00:12 gonzalo_ ClaudiaU_ would be ideal if she can
00:12 GrannieB I hope Adam will do the school server article… Adam, where have you been lately? I have sent several emails?
00:13 Adam… you could give me a call…  phone or Skyps (by arrangement)
00:13 walterbender since ClaudiaU_ is late to the meeting, we can assign the task to her in absentia and she cannot object :)
00:14 gonzalo_ we can ask, but not assign
00:14 GrannieB OOOOOH! I like that idea, Walter!
00:14 Claudia_ <Claudia_!~webchat@rev-18-85-44-69.sugarlabs.org> has joined #sugar-meeting
00:14 gonzalo_ bad people :)
00:14 walterbender gonzalo_, of course :)
00:15 gonzalo_ but Claudia is here now :)
00:15 Claudia_ Hello
00:15 GrannieB ok. Let's ask and tell her we all think she would be wionderful
00:15 gonzalo_ just waiting for you Claudia_ :)
00:15 GrannieB Hey Claudia, we were just talking about you...
00:15 Claudia_ I was here but I could not Chat
00:16 GrannieB Did you see what we were talking about? and hoping you might do?
00:17 Claudia_ No,I did not
00:17 gonzalo_ <GrannieB> Well, the purpose of the newsletter was to be twofold… 1) to encourage current Sugar Labs members to run and 2) to recruit more new members… perhaps even to run.
00:17 Thanks walter!  With a nice photo or 2 too… is that possible?
00:17 <gonzalo_> walterbender, GrannieB, maybe we need a article about SugarLabs, the board and inviting to participate
00:17 <walterbender> GrannieB, OK. I though it was more a general recruitment effort. I agree with gonzalo_ that we need a focused effort on recruitment for the board positions as well
00:17 <GrannieB> I had hoped to get it out to folks early this month, more  likely midmonth because I have houseguests at the moment
00:17 <gonzalo_> GrannieB, walterbender, who can write that article?
00:17 ClaudiaU_, CanoeBerry?
00:17 <walterbender> should not be me :P
00:17 <GrannieB> Maybe what we need to add to the newsletter mix is an article about the duties and rewards of being a SLOBS member… written by someone who isn't doing a different article
00:17 How about Claudia?
00:18 <gonzalo_> ClaudiaU_ would be ideal if she can
00:18 <GrannieB> I hope Adam will do the school server article…
00:18 Claudia_ ^^^
00:19 GrannieB OK. Could/would you be willing to write a short article about the joys, duties, and rewards of serving on the SLOBS board?
00:19 walterbender one plus to having Claudia_ write the call for participation is that she can reach both the Sur community and the North.
00:19 Claudia_ I may be able to do it, what is the expectation
00:20 walterbender something short, a few paragraphs, that will encourage people to participate in the SLOB election
00:20 run for a position and/or vote
00:20 GrannieB She could send it out by itself and we could include a shortened version (edited down) in the newsletter too.
00:20 Claudia_ I am almost convinced :)
00:20 walterbender hopefully both
00:20 gonzalo_ Claudia_, recruit peple to be members of SugarLabs (and vote) and if possible run for the slobs election
00:21 i think is important make clear sugarlabs is not only for programmers
00:21 Claudia_ Who should I coordinate with,?
00:22 meeting <Jose_Miguel-es> In accordance with Gonzalo...
00:22 gonzalo_ GrannieB is our editor :)
00:22 GrannieB I am debating about the format of the newsletter… I would like to have it actually look like a real newsletter… with pictures, headlines, etc. perhaps in PDF form That is what a lot of organizations are doing these days
00:22 Claudia_ Ok
00:23 GrannieB Hey Claudia… is that ok as in "OK yes, I'll write it? :)
00:24 walterbender GrannieB, that is fine. we have some decent designers out there who may be able to help once you gather the content.
00:24 CanoeBerry Hi, am catching up.
00:24 GrannieB I could just use "print shop" it is easy to do format and layout
00:25 walterbender just for review, last time we agreed, but did not vote on the following proposal:
00:25 1. Since there has been no election for some time, all current members' terms have run
00:25 their course. This means all seven (7) SLOBS board seats will be up for election or
00:25 re-election.
00:25 2. The top 7 vote getters would be elected with the top 4 serving 2 year terms and the next
00:25 3 serving one year terms. This will return the board elections to an annual schedule.
00:25 3. With the large number of candidates needed, sufficient time needs to be allowed for all
00:25 prospective candidates to declare their willingness to run. This process will take place in
00:25 the month of September.
00:25 4. The membership lists need to be updated and new members recruited from the many
00:25 active groups using Sugar around the world. Outreach to groups such as Unleash Kids
00:25 and OLPC France would be appropriate. This updating and recruiting should begin as
00:25 soon as mid-August and run through September. A short “newsletter”about the recent
00:25 accomplishments of Sugar Labs will need to be prepared by the board for use in this.
00:25 Claudia_ Yes, deadline?
00:25 walterbender This will need to be completed by SLOBS and supplied to the membership/elections
00:25 committee by the beginning of August.
00:25 5. In previous elections, one month was allowed for candidate statement drafting. Following
00:25 this precedent, statements will be due at the end of October
00:25 6. The online election will take place in mid-November and last for one week. Sebastian
00:25 will set up the web tool for this.
00:25 7. Election results will be announced at the close of voting. The new board will take office in
00:25 December or January with the top 4 polling candidates serving two (2) year terms (Jan
00:25 2016-Dec 2017), and the next 3 serving one (1) year terms (Jan - Dec 2016).
00:25 I'd like to make the above as a motion
00:25 that is what we discussed (and seemed to agree on last time) but never voted on.
00:26 @ CanoeBerry note that I left out item #8 which was the 3 year option
00:26 GrannieB only SLOBS get to vote, right?
00:26 walterbender GrannieB, yes...
00:26 and someone needs to second my motion
00:27 GrannieB, anyone can contribute to the ensuing discussion
00:27 gonzalo_ walterbender, two comments
00:27 Quozl` (for the record, i'm present as observer)
00:27 walterbender gonzalo_, please
00:28 gonzalo_ 1) as GrannieB will need more time to finish the newsletter, probably would be good move all 1 month
00:29 2) the only objection i have to the proposal is the fact that electing all the member we have two problems:
00:29 we need double number of candidates
00:30 GrannieB Well… the three articles I have already are in the editing stage. It won't take too long. If I get them soon from Claudia, Walter (and Caroline or ?) and Adam, I can finish it soon after my company leaves on Aug 17.
00:30 gonzalo_ and we lost the weak continuity that the slobs have
00:30 GrannieB, when would be a good date to distribute the newsletter?
00:31 walterbender gonzalo_, +1 to pushing back one month
00:31 CanoeBerry delaying everything in he election proposal by 1 month is reasonable if everyone wants that
00:31 GrannieB Gonzalo is right. That is a bit of a problem
00:31 CanoeBerry *the election proposal
00:31 walterbender I will rewrite the motion to reflect that
00:31 GrannieB How about Sept 1?
00:31 walterbender but I think we should push ahead with the election of all of the seats.
00:31 gonzalo_ GrannieB, have sense for me if is good for you
00:31 aguirrea has quit IRC
00:32 aguirrea <aguirrea!~webchat@rev-18-85-44-69.sugarlabs.org> has joined #sugar-meeting
00:32 walterbender if we cannot find at least seven candidates, we can just leave some seats unfilled
00:32 gonzalo_ walterbender, ok, we can vote :)
00:32 (about what to do)
00:33 GrannieB I think part of the work that needs to be done is communiques out to all the members in a timely fashion whenever we are ready. Samson and Sebastian could help with that.
00:34 We need to update the membership list and email addresses. Could be a big job
00:34 walterbender here is the revised motion with new dates:
00:34 Motion:
00:34 1. Since there has been no election for some time, all current members' terms have run their course. This means all seven (7) SLOBS board seats will be up for election or re-election.
00:34 2. The top 7 vote getters would be elected with the top 4 serving 2 year terms and the next 3 serving one year terms. This will return the board elections to an annual schedule.
00:34 3. With the large number of candidates needed, sufficient time needs to be allowed for all prospective candidates to declare their willingness to run. This process will take place in the month of October.
00:34 4. The membership lists need to be updated and new members recruited from the many active groups using Sugar around the world. Outreach to groups such as Unleash Kids and OLPC France would be appropriate. This updating and recruiting should begin as soon as mid-August and run through October. A short “newsletter”about the recent accomplishments of Sugar Labs will need to be prepared by the boar
00:34 d for use in this. This will need to be completed by SLOBS and supplied to the membership/elections committee by the beginning of October.
00:34 5. In previous elections, one month was allowed for candidate statement drafting. Following this precedent, statements will be due at the end of November
00:34 6. The online election will take place in mid-December and last for one week. Sebastian will set up the web tool for this.
00:34 7. Election results will be announced at the close of voting. The new board will take office on the first Monday in January with the top 4 polling candidates serving two (2) year terms (Jan 2016-Dec 2017), and the next 3 serving one (1) year terms (Jan - Dec 2016).
00:35 GrannieB sounds good to me
00:36 walterbender anyone willing to second the motion?
00:36 Claudia__ <Claudia__!~webchat@rev-18-85-44-69.sugarlabs.org> has joined #sugar-meeting
00:36 gonzalo_ I think we need decide if is a good idea elect all the board member or not
00:36 CanoeBerry Yes.  Election committee to feel free to refine a bit, so they job is manageable, eg. candidates / voters may need deadlines reminders, in the past many voters needed more than a week b/c ballots were lost in email etc.
00:37 *Election committee should feel free to refine..
00:37 Claudia__ We housing
00:37 CanoeBerry *so their job is manageable..
00:37 Claudia_ has quit IRC
00:38 Claudia__ Sorry, we should promote in more than one region
00:40 GrannieB Worldwide would be nice ; )
00:40 aguirrea_ <aguirrea_!~webchat@rev-18-85-44-69.sugarlabs.org> has joined #sugar-meeting
00:40 Claudia__ Yes
00:40 gonzalo_ would be good have a Spanish and English version for the newsletter
00:41 walterbender the motion says world-wide
00:41 Claudia__ Agree
00:41 GrannieB French would be nice too...
00:42 walterbender we can add an Item 8 that gives latitude on the dates to the committee with the caveat that they let the SLOB know about the changes.
00:42 Quozl` walterbender: possible edit error, motion item 4, s/October/September for newsletter.
00:42 CanoeBerry good idea
00:42 Quozl` (method, emacs, diff)
00:42 walterbender Quozl`, I was given them more time if needed
00:43 CanoeBerry Motion is reasonable IMHO
00:43 Quozl` walterbender: okay, missed that, no worries.
00:43 walterbender other comments/discussion?
00:43 aguirrea has quit IRC
00:44 Quozl` (all dates were moved by one month into the future, except for the newsletter which was moved two months into the future).
00:45 GrannieB It is dangerous to give me more time… I would do much better with a Sept 1 deadline for the newsletter. Otherwise I will probably procrastinate and not get it done until October.
00:45 walterbender OK. I will move it back :)
00:45 aguirrea <aguirrea!~webchat@rev-18-85-44-69.sugarlabs.org> has joined #sugar-meeting
00:46 walterbender anything else?
00:46 GrannieB If you build in the flexibility It can always be changed later… but hopefully we won't need to
00:46 CanoeBerry Should we formalize Walter's statement that a board can exist with less-than-7-members-if-nec?
00:47 Or deal with that late, if truly nec..
00:47 walterbender CanoeBerry, I think that would be a separate motion
00:47 CanoeBerry Or deal with that later, if truly nec..
00:47 aguirrea_ has quit IRC
00:48 walterbender shall I paste the latest version of the motion?
00:48 MOTION:
00:48 1. Since there has been no election for some time, all current members' terms have run their course. This means all seven (7) SLOB seats will be up for election or re-election.
00:48 2. The top 7 vote getters would be elected with the top 4 serving 2 year terms and the next 3 serving one year terms. This will return the board elections to an annual schedule.

00:48 8. If necessary, the election committee can modify these dates by one month, informing SLOB members.
00:48 gonzalo_ walterbender, please wait
00:49 walterbender gonzalo_, sure... we can keep making changes
00:49 gonzalo_ walterbender, the topic of the number of candidates is key
00:49 in the last years we had less and less candidates
00:49 walterbender gonzalo_, other than trying to recruit, not sure what else to do
00:50 and the motion includes an effort to recruit
00:50 gonzalo_ walterbender, my proposal is not change the seven members but 4
00:50 walterbender gonzalo_, not sure why that helps
00:51 if the other 3 are not willing to run, then they are probably not willing to serve
00:51 CanoeBerry agreed
00:51 gonzalo_ a real election need more candidates than chairs
00:51 walterbender gonzalo_, a real election needs serious candidates
00:51 gonzalo_ if not, is a effort that do not have sense
00:52 walterbender, both
00:52 walterbender if there are fewer candidates than seats, then we have too many seats
00:52 GrannieB interesting thought
00:52 gonzalo_ sadly, that is a real posibility
00:52 walterbender I'd rather have a smaller board than a board of only partially interested members
00:54 gonzalo_, putting all the seats up will force the issue, which is probably a good thing
00:54 gonzalo_ walterbender, i do not agree, but will accept what the slobs decide
00:55 walterbender gonzalo_, can you explain why you disagree?
00:55 GrannieB What if you started with 5 this time, 3 for 2 years and 2 for one year with the option of adding one or more seats in the next election cycle in one year? If not 2 then, maybe one more, then one more in the following year
00:55 gonzalo_ walterbender, i think that will be really difficult have more than 7 candidates in this election
00:56 walterbender gonzalo_, if you are correct, which I don't doubt, why does that change things?
00:56 sdanielf we cannot know the number of candidates until they apply
00:56 CanoeBerry right
00:56 gonzalo_ walterbender, because if we need 4 seats, and have 5 candidates, we have a real election
00:57 walterbender I don't understand what you mean by a real election
00:57 gonzalo_ and we can continue wth the recruting effort the next year
00:57 walterbender gonzalo_, we will be continuing in any case, because 3 of the seats are for 1 year
00:57 gonzalo_ walterbender, i think a real election is when the sl members have alternatives to elect
00:58 walterbender gonzalo_, sl will have the people willing to serve to elect
00:58 whether or not there are alternatives
00:58 gonzalo_, it is very common that elections go unopposed in the US
00:58 CanoeBerry one clear takaway: should there be only 5 candidates are energized to run + win, it seem 3 should prob get 3 year term and the 2 others get 1-year terms.
00:58 walterbender not idea, but a fact of life
00:59 ideal
00:59 gonzalo_ walterbender, may be you are too used to US democracy :)
00:59 Quozl` comment: an election is only needed if there are more candidates than positions, and i speak from australian perspective.
01:00 gonzalo_ Quozl`, maybe is only at the South :)
01:00 sdanielf gonzalo_: better that than ellecting equal or less candidates than seats
01:00 walterbender “Democracy is the worst form of government, except for all the others.” ― Winston S. Churchill
01:01 Claudia__ True
01:01 GrannieB will we have a candidates debate? ;-D
01:01 Quozl` comment: you should not restrict the number of positions merely to create the impression of legitimacy through election.
01:01 walterbender I guess I don't understand... say we have 7 great candidates: you suggest we enforce a smaller number of seats for the sake of some principal of competition?
01:01 icarito imho slobs is micromanaging - you already delegated these issues to us
01:01 walterbender icarito, +1
01:02 GrannieB +1
01:02 let's see what we come up with!
01:03 CanoeBerry that's why i & walter suggested #8, so the election committee can be practical, as running elections ain't easy
01:03 Quozl` comment: slobs already agreed to a motion in last meting but didn't make it formal.  i think you are obliged to make it formal as it was agreed then, and change it as required.  ;-)
01:03 walterbender Quozl`, no formal motion was made
01:03 now it has been
01:03 Claudia__ +1
01:04 walterbender but not seconded yet
01:04 double-checks the log
01:04 Quozl` (i'm really surprised it hasn't been seconded.)
01:04 icarito i think the relevant election was when you agreed to delegate elections to the committee - don't see a need to motion on our status report
01:05 GrannieB the date changes are what you will be voting on… right?
01:06 gonzalo_ if you want we can make a motion to vote about the date change, that i think we all agree
01:06 walterbender icarito, there I disagree. this is a significant departure from the current status quo. I feel more comfortable empowering the committee with a vote from SLOB
01:09 CanoeBerry agree with walter: the election committee should (and always has) had a lot of leeway, but has always consulted closely with SLOBS as to what's practical/reasonable to pulling off an election efficiently
01:11 icarito it feels silly to have a delegation only to further vote on details of the delegates job - while a detailed report of the plan of action was submitted
01:11 walterbender icarito, regardless... we have a motion on the table
01:12 is someone willing to second it?
01:12 gonzalo_ walterbender, what is the motion we have now?
01:13 walterbender gonzalo_, I will paste it in one more time :)
01:13 gonzalo_ thanks
01:13 walterbender MOTION:
01:13 1. Since there has been no election for some time, all current members' terms have run their course. This means all seven (7) SLOB seats will be up for election or re-election.

01:13 CanoeBerry Good enough.
01:14 walterbender CanoeBerry, good enough to second?
01:14 CanoeBerry Yes
01:14 walterbender waits :)
01:16 Claudia__ Good with me
01:16 walterbender I am going to take that as a second to my motion
01:17 any further discussion before we vote?
01:17 sdanielf for me it's ok
01:17 walterbender OK... let's bring it to a vote
01:17 +1
01:17 CanoeBerry +1
01:17 gonzalo_ -1
01:17 meeting <Jose_Miguel-es> +1
01:18 Claudia__ +1
01:18 walterbender sdanielf, ???
01:19 sdanielf +1
01:19 walterbender OK. The motion passes 5 in favor, 1 opposed, 1 absent
01:19 CanoeBerry other business, it's getting late?
01:19 walterbender CanoeBerry, yes... one if you have time please
01:19 #topic SFC
01:20 I'd like to find someone else to be the liaison to the SFC
01:20 I am at the end of my patience which is not good for either SL or the SFC
01:20 would be better if someone else took over that role
01:21 any volunteers?
01:21 it has to be a SLOB member
01:21 gonzalo_ CanoeBerry ?
01:22 walterbender is willing to bring whomever volunteers up to speed
01:22 CanoeBerry walterbender: can u clarify/summarize the job?
01:22 walterbender CanoeBerry, not too much too it... they want one point of contact to discuss any issues that may arise.
01:23 I am just personally frustrated by the discussions and don't feel I can best represent SL at this time
01:23 CanoeBerry Over email primarily I presume?
01:23 walterbender yes
01:23 and occasionally IRC
01:23 Quozl` https://sfconservancy.org/ intro text relevant.
01:24 walterbender more often than not, the discussion is about $
01:25 FWIW
01:25 CanoeBerry I wouldn't want to do a bad job, but if it's not a daily thing, and Walter can help me (or whoever) get up to speed?
01:25 walterbender CanoeBerry, only a few interactions per month
01:26 mostly paper-pushing
01:27 CanoeBerry, I can bring you up to speed over the next few days and then let the SFC know.
01:28 CanoeBerry OK. Anyway let's not drag this out, if I can volunteer over the coming months to hopefully debureaucratize this a bit, and hopefully this doesn't drive anu of us crazy.
